factory fog lights on XJs of some years were pretty cheesy; i've had 2
fail the same way so far, and have friends with similar years as mine
who've had theirs fail the same way.
seems some brainiac decided that they might save a quarter-cent in
wire or something by making the ground connection to the bulb be through
the base of the bulb to the housing of the lamp itself; not a problem,
except that they made the ground wire feed connect to a tiny little tab
cast out of the cheap pot metal of the lamps,... see where this is going?
yes, on at least 2 of the lamps i've had personally, this little
ground tab simply snaps off after enough years.
fortunately, i have friends who also have light fetishes and have
thrown another set my way after they've replaced theirs with something
bigger/badder/better... i have good lamps in the headlight buckets and
haven't been in any need/hurry to replace the fogs so i haven't looked
closely, but does anyone here happen to know if i really need to take
the whole freakin' bumper off just to get at the mounts for the factory
fogs?

No just pull some medium sized torx bolts out and the pull off pretty easy off if I remember correctly.

sorry, i didn't specify; i'm talking about a '94,... i'll need to go
look again, but i didn't see anything like that under the rubber covers
when i pulled them up for a cursory look.

Ah, haven't seen those. Both of mine are the later models and were surprisingly easy.
